Long Range Plan
Facilities
Goal – Residents will have a safe, clean, comfortable, welcoming, and well-maintained physical facility.
Objectives
1) Create and implement a plan of periodic inspections of the facility and a regularly scheduled preventative maintenance program for the building and equipment.
2) Develop and annually review emergency plans and evacuation procedures with staff.
3) Update current shelving to increase public accessibility, public safety, and aesthetics.
4) Provide additional reading and study areas with adequate and comfortable seating.
5) Install an aesthetic signage that will draw more awareness to the library.
6) Feature more displays of library materials, collections or hobbies of patrons, and/or other items of interest.
7) Update main room interior.
Programs and Services
Goal – Offer services and programs that provide an opportunity for instruction, enrichment, recreation, and information.
Objectives
1) Look for grants or other funding to develop a program that teaches basic computer literacy for senior citizens and other interested residents.
2) Offer training for patrons on the use of the library website and catalog.
3) Provide a local program in conjunction with the state’s summer reading program that involves patrons of all ages to promote reading.
4) Provide recreational and informational programs for the youth.
5) Look into training opportunities to help educate patrons on the use of electronic information resources.
6) Re-evaluate hours of services periodically to ensure the best service for patrons.
Materials
Goal – Provide an assortment of current materials in varying formats to enhance the enjoyment of leisure time, instill a love of reading, stimulate thought, and expand knowledge.
Objectives
1) Assure an increasing number of acquisitions of current materials to satisfy the patron’s desire for current information.
2) Continue to subscribe to Eastern Idaho Books on Tape Circuit to supplement our collection.
3) Continue to provide access to the state acquired electronic databases.
4) Maintain a balanced magazine collection based on patron interest and informational needs.
5) Implement new technological advances and media formats as they develop.
6) Create and continue a regular weeding and inventory schedule.
7) Order, catalog, process, and shelve materials in a timely and accurate manner.
Administrative
Goal – Build continuous planning into management.
Objectives
1) Annually review, evaluate progress toward, and modify long-range plan to accomplish the goals and objectives of the plan and respond to changing conditions.
2) Implement strategies designed to accomplish goals and objectives as they become financially feasible.
3) Annually review the library policies to assure that they complement the goals and objectives of the long range plan.
4) Library board members will strive to attend budget workshops, tax law workshops, and other training and conferences that are applicable to staying knowledgeable of current library trends and functions.
Budget
Goal – Provide adequate funding to meet the needs of the library.
Objectives
1) Secure an adequate funding base for the support of library services.
2) Annually review budget for effectiveness in meeting long range plan goals and objectives.
3) Provide salaries and benefits for all staff in proportion with their responsibilities and in line with salaries and benefits for comparable positions.
Technology
Goals – Provide current technology to meet the goals and objectives of the library and to provide patrons with access to information technology.
Objectives
1) Computer equipment will be replaced on a three-year rotation to keep current with advances in technology.
2) Investigate ways to add and provide access to new information technology.
3) Maintain and enhance use of library automated system (Horizon).
4) Maintain access to OCLC through the LiLI U state program to provide timely management of materials and interlibrary loan capabilities for our patrons and other libraries.
5) Use available technology for organization and productivity in the daily operations of the library.
Library Awareness
Goal – Increase and improve the awareness of services, programs, facility and resources among district residents.
Objectives
1) Increase the awareness and use of local, regional and state reciprocal borrowing privileges and the library involvement of circuit audio books, circuit story kits, and Lobe Library programs.
2) Increase awareness of State offered programs including Talking Books for blind and physically handicapped people and the LiLI-D databases.
3) Maintain a display area for the posting of community events and information.
4) Enhance and promote the use of the library website.
Staff
Goal – Provide a staff appropriate to serve the needs of the residents in the Library District.
Objectives
1) Maintain and revise as needed a written job description for each library position.
2) Evaluate each staff member’s performance annually to ensure quality service and performance.
3) Provide the tools and equipment necessary for effective performance.
4) Involve staff in the daily operations and decision-making process of the library.
5) Provide adequate time, funding, and encouragement for staff to attend professional meetings, continuing education opportunities and in-service training.
6) Develop a coordinated staff and volunteer orientation program.
7) Develop a procedures manual to ensure continuity in the library.
8) Assure effective communication between staff members through dialogue and periodic staff meetings.
Outreach
Goal – Provide outreach programs to strengthen relationships with community groups.
Objectives
1) Investigate ways to better serve the needs of the senior citizen residents and increase the awareness of both the State’s Talking Book program and local programs.
2) Offer staff and/or technological assistance to persons with disabilities to facilitate their use of the library and its collections.
3) Work with the Senior Citizen’s Center to provide delivery of library materials to the homebound seniors.
4) Investigate ways to help local preschools and Headstart take advantage of the library and outreach programs.
5) Work to increase cooperation with local schools on sharing information and participation in local and state library programs.
